1.	Put "effect.txt" from "files" folder to your GTA IV main folder and replace them.
2.	Done.

How to enable/disable:
1.	You can enable/disable this effect by opening "icenhancer_config.txt" with any text editor tool
2.	Scroll down to "// Post-effects"
3.	To enable this effect change "#define CINEMA 0" "to #define CINEMA 1"

If you want horizontal/cinematic black bars again:
1.	Put the original "effect.txt" file from the "Main Files" folder to your GTA IV main files folder and replace it.
2.	Open up "icenhancer_config.txt" with any text editor tool and scroll down to "// Post-effects"
3.	To enable this effect change "#define CINEMA 0" "to #define CINEMA 1"
4.	To disable the effect change "#define CINEMA 1" back to "#define CINEMA 0"

You can also enable/disable this effect while the game is running but don't forget to save "icenhancer_config.txt" before going back ingame.
If you play in windowed mode you probably have to press " * " on your NumPad ingame to reload all effects.
